Many people have established that the events of this game occur near the mid eighties however portishead(the band) was created in 1991 could it only be that the makers of the game liked this music?

Er... this was mentioned in the floated thread created by F. Thank you, though.

And I'm pretty sure that they were Portishead fans--some of Akira's work is very reminiscent of Portishead. Just not his work in SH1...

Someone actually introduced me to Portishead because I was listening to part of the Silent Hill soundtrack. So really awesome. By the way Portisheads new album dropped yesterday, I'm hearing amazing things... can't wait to pick it up Friday.

Probably, yeah... or someone at the studio at least, I think that everyone got the chance to put a reference to something that they liked themselves into the game.

they're simply references, the game is still supposed to be set in 1983 (who's up for some Duran Duran?)

I wouldn't be so sure. I've met people who didn't know who'd never before heard the name David Bowie. Now that's just a tragedy.
