According to this image
and to this table of runes, it is for instance easy to identify some symbols - the first two runes stay for "lake" and "earth".
By using other alphabets / translation tables similar significance can be applied to the symbols (water, gifts, sun, god being recurring translations) - but I really couldn't figure out a "Xuchilbara" clear translation, also considering the fact the we don't have a smooth and canon image of the Seal.
We know Xuchilbara means Xuchil=flower and bara=thorns/rose, there's a rune for thorns that can be fit if we want it to fit, but there are not runes for flowers in my findings - and, there aren't just two runes in the symbol.
