My guess would be that there are going to be multiple towns with circumstances similar to Silent Hill's, and the game is going to involve a lot of mythos building.

It was probably intentional, but more because of the common Hollywood trope of using an upside-down cross the represent evil (in reality, the symbol is actually pretty commonly used to represent Christian martyrdom, but not so much in horror films).
