I'm not sure if it's a glitch or not, but I've had it happen to me too. For me it happens rarely and only seems to affect enemies in that area, kinda creepy.

Rely on Horror posted on Facebook saying "Straight from our forum: Silent Hill: Downpour has been altered to allow for button prompts (Press X to do ___ ) to be turned off in Settings rather than being off only in Hard-Mode. Just how the old games did it!"
