Just what was the agreement? It was my understanding that Kaufman supplied drugs to Silent Hill, but what did Alessa have to do with his plans? What was this "promise" that Dahlia made to him?

My theory is this...
Dahlia filled Kaufmans head full of the idea that the mother of god will bring in more followers than ever before. Seeing that the usuall supply brought great results to the town as it was, he began to get greedy at the thought of even more followers. Adamant about the promise Dahlia made to him, he refused to leave her alone.

Anyone else have ideas?

It's difficult to say if he truly believed in the Cult's teachings, but he surely did not expect THAT kind of paradise ("Quit screwing around! Return things to how they were before! Did I ask for this!? Nobody uses me! You won't get away with this!"). It is possible that he only wanted to see the birth of God out of scientific interest, or maybe he wanted power (blackmailing God with Aglaophtis), or maybe he didn't believe in it at all and only wanted Dahlia's money, but he did believe in the power of Aglaophtis, that’s why he saved one in his secret place.

But really, I don't know. I always assumed it had something to do with power, that Dahlia and Kauffman were both out to trick each other and in the same instance trying to make it seem like they were joining forces--they both had their own ideas in mind as far as the cult's success was concerned. Dahlia bringing forth the essence of God, Kauffman using drugs to control others. And in tricking each other they both used Alessa. What confuses me, though, is what power or stronghold Kauffman had in this whole plot.. Possibly, to control others, Kauffman's "stash" was needed by Dahlia after the birth of God? That almost sounds like my theory. Dahlia creates a world that Kaufman can sell the drugs to. But Kaufman hadn't anticipated just how extreme the outcome was.

Naturally. Didn't he have a backup case of Aglaophotis just for that purpose? He created it to thwart Dahlia's plans, because he never wanted them to come to fruition. Dahlia found the case he had in his office and destroyed it. Thus he kept a spare at the Inn..

Kauffman comes off as a business man. Very determined and yes, manipulative. He never once said anything regarding god or the religion.
He seemed to be content in dealing with the drug(s) as a business matter only. He saw Dahlias idea for more followers as a prize for himself. More people, more drugs, more business, more mulah.
