Spiritual purification. It took me a while to be enlightened of this issue, but as Valtiel is responsible for metempsychosis, what he does is naturally, purifying the soul of the dead, so that they can be reincarnated, but live their life as another person.
It seems like... even though someone dies in Silent Hill and we deem them to be dead, Team Silent has made enough room that they can bring back characters at will.

Valtiel is ensuring the birth of God. So I don't see a reason why Valtiel should bring back the nurses to life. This is going to sound a bit perverted - could it be that Valtiel is "practicing" with the nurses so he would be ready for Heather's birth? Or maybe he's just keeping the nurses distracted so Heather has a better chance of survival.

There's a difference between "reincarnation" and "resurrection." In my opinion, the nurses are going through a spiritual purification to be born into another person, or any other living thing. When these nurses are reborn, they'll probably be someone else in their next life, and will have no recollection of their previous life. Konami specifically says that Valtiel is responsible for metempsychosis, but I must have missed that in my previous read-through.
Heather is supposedly a reincarnation of Alessa. Strictly speaking, they are not the same people, but the Order seems to think otherwise.

I think he's only enacting this metempsychosis upon Heather/Alessa. Why reincarnate the nurses? I doubt that manifestations have much of a soul to reincarnate to other bodies...
He's just protecting god by distracting/killing those that would cause the mother of god harm.

Well, that's the question, really. Are the nurses manifestations or not? Remember that note about Christie being confined to solitary and you find such a nurse monster in one of the cells? Did Christie die in confinement? There's an explanation in Silent Hill Chronicles where they talk about Lisa being forever tormented in the otherworld. In this case, metempsychosis in prevalent in Buddism, although it exists in other religions as well in one form or another. In case of metempsychosis, anybody who dies will go through a purification process and then live another life. I don't think there's a limitation to who gets reincarnated. It's just that for the case of Heather, extra care was taken so that she would be the Mother of God again in the next lifetime.

I mean, Lisa was a special case- she was a memory of a specific person. But look at the Lost Memories page on the Chariot: Lisa gets no reincarnation, why should the nurse monsters?
The other nurses, if I may interpret literally for a moment, all look the same, which leads me to believe that they are all generalized figures representing the fear, rather than memories of former individuals. This therefore leads me to believe that there is no "soul" to them, as they are only a part of the memories of Alessa, and memories have no souls.
But please, by all means- convince me otherwise. You've got me interested, now.

Depends on what you mean by "good," don'tcha think? His purpose, if I recall correctly, is mostly to ensure the birth of god, which by definition would be good. But this god seems to be a monster that, according to the religion, will begin the apocalypse, which is generally a bad thing (for us sinners, anyway ). So he can go either way, really.
