Heres a video of me playing silent hill 3. But there are halo of the suns gyrating around heather's head.
What does this mean? has it ever happened to anyone else?

Would that happen to be right at the beginning of the game? Because I remember that happening too, it's because you have no weapons equipped and have unlocked the Heather Beam. If I remember correctly, they show up at the bathroom at the start of the game when you can't use the Heather Beam. When you leave the bathroom via the window, they go away and you can use the beam.

No, it means that you've achieved GOD LIKE POWERS! So you get to use Heather Beam and if you have the Princess Heart outfit you can use Sexy Beam as well.
