Has there been a discussion as to why there is a cardboard cut-out of Travis at Andy's Book store next to a stack of books?

An easter egg...I guess. I thought it was cool. Maybe Travis is a propoganda tool.

You can actually get the costume once you finish the game using guns on 70% of the enemies.

Its called 'The sharpshooter'.

I know Angela is the corpse that the Closer is fucking with at the start of SH3 in the mall but I don't know about Claudia in SH4.

Supposedly the model of the corpse in the hospital, which Walter is fiddling with, looks like Claudia.

The difference in this situation is that it's a cardboard cut out, not a fleshy model, and it makes total sense for it to be Travis (but not REALLY be him) considering his messed up background.
I'm not dead yet, dammit.

You don't necessarily have to have been in war to develop PTSD. Any kind of trauma or shock can do it: watching someone die, being raped, being mugged, anything really. When the World Trade Center thing happened I read an article that said people were getting it from watching film clips on tv.
