When you first enter Silent Hill the noise you hear (cant explain it, but you probably know what I mean) I thought maybe that noise is the noise of people on hospital corridors, which means the noise has manifested in James' mind
or am I just being silly?
I call it the WTF noise. The point of 80-95% of the background noise in SH is to creep you out and make you expect anything but what happens next. Ergo, you hear it, get ready, something else happens, and you think WTF?
Assuming it's your first playthrough. Sixth time around, you're calling the sound files by name.

Similar to the rustling bushes when you walk down the path in the very beginning. I tried to search for the source of the noise for quite a while but finally came to the conclusion nothing was going to get me, or eat me alive at that point - its just to freak you out! =}

I restarted yesterday, Im sure the noise was the Lake waves washing up against the shore
EDIT: I changed River to Lake (as in Toluca Lake)

The creators were afraid the long journey from the observation deck through the forest to Silent Hill would affect the gameplay for the player, so the sound were added to avoid the player from getting bored. Fact.
