Regarding hanging, whether the prisoner strangled or died instantly brom a broken neck depended on the weight of the prisoner and the competence of the executioner. Nearly every execution method (including those used today) can be inhumane if done properly: one reason for the invention of the guillotine was that it was quick and reliable: the executioner could be drunk or monumentally stupid, but as long as he could pull a lever, the machine functioned and the victim died.
Concerning Silent Hill's history, two things. First, nearly every place has parts of its history that are pretty darn nasty. Choices between hanging and skewering are nothing compared to the Roman traditions of crucifixion, scourging, and feeding people to the lions. And second, I'm no expert, but I don't think portals to hell open up in places of happiness and innocence.

It just ocurred to me that this article relates to the in water ending.[Spoilers!] In the in water ending James has the choice to either kill himself with Aneglas knife or he can choose to end his life by asphixiation. Hanging is not traditionally death by asphyxiation, but by functional decapitation (severing of the spinal cord). Of course, maybe the executioner at the prison was either a sadist or monumentally incompetent.

I really didnt want to play this card.... but the memo says nothing about hanging. It clearly states daeth by strangling. This memo was placed in front of james for a reason. I beleive it was foreshadowing the in water ending.
