It's a loop within the texture of the static... I can hear the word "I" pronounced like "aye" or "eye" so if you can hear that, that's part of the sound I mean... that probably didn't help much though, huh :/

Back to Alone In The Town's point: the iron mesh floor deteriorates as the game progresses. I believe it to be symbolism - Alessa is deteriorating thus her world suffers with her. The huge holes in the floor at the end visually implies impending oblivion.
