All the Silent Hill titles have been similar. Having a paranoia casual/hardcore complex about a Silent Hill game probably means you need to go and work on something else for awhile.

I'm in support of better A.I. for sure. We advance in technology and yet A.I. ends up being about as moronic as it's ever been. Less predictable A.I. would be better.

It is somewhat difficult to tell. It could be her, and based on how the story wishes to play out it would make more sense than some random cop. That being said, we don't know a lot of details so it's all speculation from here.
